Racing the horse much to young!.   The derby is for 3 yr olds.  I don't know 
when he was born, but he may have been less than 36 months.  How many months 
old was he when he started hard conditioning?  16? 18?

The bones are not fully calcified in any event until 60 months or so.  It is 
easy to accumulate micro stress fractures that give out suddenly.

Solution: Do not allow profesional horse racing until the horses are 60 
months old.

Prognosis: The rules will never change.
