Well, shure. But the rider hadn't trained the horse, either! Now that kinda IS a "cause and effect" thing--a rider that doesn't know any better can't train the horse very well either, now can she? And I'll wager that you HAVE "trained your horse" by the very actions that you described--when you get off and loosen your cinch at a water stop, he knows he's gonna be there until he drinks...
