Yes, an RM can make rules more strict than AERC rules, and requiring shoes or some sort of hoof protection is not uncommon. In my experience, more and more RMs are going to requiring "hoof protection" instead of shoes, but some may be adamant that it be shoes. Odds are that RMs that require "shoes" will allow boots--but do call in advance and make sure, just to be on the safe side.
