I heard it explained like this. They have been buying diesel cars overseas 
for a while, like hotcakes.. They pay 2.25-250 a galleon over there and 
consider it cheap.Hence diesel manufacturers can earn more there, so they 
ship more there and it raises prices here. Essentially it is supply and 
demand--same thing is causing the fuel oil increases up north.
 I'ts true, I saw'll it on the Tv, thingie, program....;0)
