And in CA we are supposedly closer to the source! California likes its air quality -- the gasoline (and presumably diesel) allowed to be sold in the state is highly specified (http://www.hartenergynetwork.com/motorfuels/state/doc/ca/reg/carfg96.htm), and county air quality boards can add their own specifications. Not all refineries produce gasoline suitable for sale here (http://www.sims.berkeley.edu/~hal/people/hal/NYTimes/2004-07-01.html). --
