Developing that nice be ground covering walk can be difficult in horses that do not have it naturally. So if she is walking faster than the other horse, I'd pass and put her out front. The tailgating issue can be worked on at the trot, but don't slow that walk down. I found you can rate the walk later, when the horses have more miles on them, but try to never discourage a nice fast walk.
