[RC] Duty to Maintain Trails - k s swigart

Since this statement is as true for public landowners (i.e. the State)
as it is for private landowners, please, please, PLEASE let us not
complain that the State has no duty to maintain trails so that they are
safe.  I can think of nothing that is more likely to close trails on
public land for all use, than to suggest that the State be held liable
for injuries that occur because trails were not "safely" maintained.
