Now I am confused again.
Someone posted that people ON FOOT always have the right of way.  I have seen 
many a trail sign in Calif which states that the horses have the right of way 
over the hikers and the bikers.  What am I missing here?  Are there different 
trail rules in different parts of the country?  Please advise.
