I heard an interview with the man in charge of the dikes in the Netherlands.  He
pointed out that the levees in NO are only designed to withstand a "100-year
storm," while the Dutch dikes are designed to withstand a "10,000-year storm."
He said that the disaster in NO was inevitable, considering the inadequate
levees.  He also pointed out that the cost of upgrading the levees to sufficient
height and strength would have been a tiny fraction of the cost of the disaster.

And the budget for upgrading the levees was cut 30% in recent years.

I believe that the city should not be rebuilt as a residential city.  Rebuild
the docks, French Quarter, and maybe the parts of downtown where it's higher
ground, but don't rebuild any residential neighborhoods.  Locate all of those on
higher ground 20 - 30 miles away and build a commuter rail to the docks and
downtown.
