He also pointed out that the cost of upgrading the levees to sufficient height and strength would have been a tiny fraction of the cost of the disaster. And the budget for upgrading the levees was cut 30% in recent years. I believe that the city should not be rebuilt as a residential city. Rebuild the docks, French Quarter, and maybe the parts of downtown where it's higher ground, but don't rebuild any residential neighborhoods.
