Never have seen any signs saying you can not unload
a horse.
Most of the time I am trailering, I have a time
budget and it takes time to get the horses in and out. Have unloaded, but
rarely, at rest stops. Used the one near the GA state entrance, nothing
happened. Only had one mare with her 3 month old filly and wanted to give
them a special break.
Drove from E TX to S CA in 2.5 days and did not
unload but only had one horse and I turned him loose in the from part of my 4
horse stock trailer. Enroute back to TX 3 months later, got him out at
truck stop but he was stuck in horse trailer while wiating 24 hours in El Paso
for tires as had tire failures.. was glad it happened there and not in W
TX. It took up 4 days to get back to TX as took it more leisurely.
BUT did a good 25 mile first LD endurance ride after being on the road for 4
days. That gelding did not load and was not halter broke 3 yrs ago.
I ALWAYS keep hay for munching. Don't feed much grain as don't need a HOT
horse with no outlet for the energy. He rides much better on high quality
hay and maintains weight. That will change when we get more advanced but
he will have more training under his saddle then. Just IMHO.

Next trip will be from TX to Central WA.....a
bigger challenge. Have been reading the trails about health certif,
etc..... sounds like it needs to have some sort of paper that covers all
states.
