My dog will stay 10 feet away from me leash or not but I don't take him for walks unless he's on the leash. I never presume a person wants to me him any more than I presume I might want to meet that human. I certainly wouldn't let him run around camp, he's terrified the horses are going to hurt me and feels compelled to put himself between me and them. I tend to look at it this way - my horse is friendly to people but I'd never let her wander around as she has a tendency to be a bit aggressive towards other horses. I don't walk up to strange horses without the owner's permission and I certainly don't walk up to strange dogs nor do I want either walking up to me without an invite. It's only common courtesy.
