You need to find a low carb, low sugar feed and hay. If you are in the northwest or parts of California the Sterrett Bros.Low Carb Pellets would give him something in his bucket at dinner time. You can mix a little beet pulp with the pellets to get the supplements down him. Also exercise is really important to help the horse take off that extra weight. It can take a long time to take 100 lbs off a horse.
