The conclusion was in hot weather - cold water, even over the big muscle groups - was indicated and would not lead to cramping.I wouldn't use cold water in cool conditions, but you don't need to use cold water in cool conditions. In hot sticky conditions I would I have no problems pulling tack and pouring water over the entire horse. In really hot conditions I would have no trouble using ice on the neck after pouring water over the entire horse. Of course like any "statistical based study," there can be individual variations and the key is to know your own horse and do what is best for him/her.
