It is modifying training to peak for an event. Throwing a horse in the pasture for three weeks prior to a ride would be the same as a runner sitting on the couch, watching TV and eating chips and dip instead of working out for three weeks before a run.Tapering makes a lot of sense, stopping all training doesn't.
