[RC] Papers and Horses - Carolyn Burgess

In the Standardbred world, it is very common when retiring a horse from the track, especially if being retired due to injuries and the owner is concerned about the horse being raced again, they will sell the horse without papers.  It is currently the only way in the harness racing world to prevent a horse from being raced.  The USTA is currently looking at issuing "no racing" papers.
