" Actually the year was 1987 when the IRS changed the rules to only allow those who were "active" participants instead of "passive" participants. The IRS also started actively going after those who had a Schedule C enterprise relating to horses. It dropped the bottom out of the Arabian market. The other interesting part of the AHA statement was: One chart reflected that 75 percent of our horses are 16 years or older, telling us that people are not breeding.
