Actually its the thigh! I believe. I am 5'6 around 144, and ride in an 16" 
western. ;0) I think if the saddle seat is flatter you don't need as big a 
saddle.  He could try a 17"--we have a Fabtron someone gave us, that fits 
our horses and hubby who still needs to work off more lbs. but he is 6'1 and 
around 240  (hasn't rideen though since he was 225, and he needed the 
17"....
