Yes, we have such rules, and out-of-control horses are a danger to everyone (and not just AERC participants). The point that you are trying so hard to avoid, though, is that such situations (of which this was just one example) are MORE of a danger the younger (and smaller) the rider, and that the legal and other negative impacts to the sport and the AERC are potentially greater the younger the victim. No, Joe, you've made your point, and made it repeatedly. Some of us just happen to think that there is more potential for benefit for the precocious young rider who NEEDS an outlet than there is for a child to be damaged. To paraphrase you, if we keep just ONE child off the streets, off drugs, or not pregnant because they were able to develop and pursue a goal at an early age and we gave them the opportunity, then it is worth it.
