The requirement at Bush is 12 years old. Short adults are allowed on the rides. There may be situations where height is the issue but not on the rides I've seen at  Bush Gardens.  As was explained to me by a friend from the USF medical school (USF medical school helped Bush Gardens with this) was kids because they are still growing and as such the structures are much more vulnerable to injury than adults. So the 12 year old rule is in effect. However, it is not feasible in practice to implement a 12 year old rule so it is implemented by height. If you can produce a valid ID like a drivers license or look like an old geezer - welcome aboard.

I suspect in reality they could not keep an adult off - at least in FL.
