As I understand it, Not just anyone can apply the International Angle System
to Freeze Mark a horse. (I "might" be wrong) This web page has a BUNCH of
information, including how to read those angles, to get the number off the
horse. (I traced a horse this way once, who no longer had its reg. papers
with it)
