The phase change can last any number of hours, it all depends upon the amount of heat (calories or BTU) that is released into it.. If I understand the tests referenced, they relate to human divers, who were doing very little work and therefore were having trouble staying warm. I am quite sure that the divers were doing light work, because they had to have air tanks thus the amount of air used is the limitation on how much work can be done. An endurance horse is doing a very large amount of work and thus generates much more heat. I would guess that the endurance horse would melt the "phase change" material in much less time and thus not get much benefit. Note: The rest of the pad with its viscoelastic foam, and open fibers that allow transpiration of water probably works great. I suspect that the positive testimonials are really caused everything else than the "phase change" .
