The science behind clay poultice is that it removes fluid (thereby "tightening" the skin, making it less elastic and less able for fluid to pool in the legs), not that it removes heat. This drying effect is negated if you wrap the poultice in plastic (since it can't dry). If you wrap the poultice in plastic you will be increasing heat, not reducing it.
