Papers on a horse have a definite value, like anything else in our society, you just have to decide if they have enough value for you to spend what the seller wants.  If they are not worth the seller's price (to you) you do not have to buy them or if you surely want a papered horse you do not have to buy the horse.
 
I can think of a couple of reasons I might sell a horse only without papers, though they do not apply to your case.
