Get him allergy tested and started on a program of desensitization. It doesn't help all horses I know but it made a 95% improvement with our itchy, allergic, previously miserable 8 months a year, gelding. I don't know what part of the country you live in - I'm in the SE and used University of Tennessee at Knoxville.
