If injured horse could be worked free at a slow walk the round pen could be used. By the way, the round penning I have seen, is not the wild running around sometimes seen, but spunky or ill mannered horses do end up working hard with some spins and stops until they get the idea of what the trainer wants. In this case I don't think this horse's vet feels that he should be worked hard at all until later.
