If I read the original post properly, this horse has developed a habit of
spooking into the person leading it.  The horse has already mashed a foot.
What is next? Will the horse knock its owner down and trample her while
spooking?  This type of behavior is totally not acceptable.  The horse must
be reprogrammed to not spook on top of people, period.

In general punishment for a spook is not appropriate, but some behavior can
not be tolerated.
