I tend to think there are three types of shiers: Spinners, bolters, and balkers.
You might want to try spurs. Always keep a rein on them, and HANG ON!
On another note, the posts about "soft eyes" and not thinking or looking at the object works amazingly well on some horses. Try it for fun. It works!
