Part of the problem IS ignorance. There are too many people - possibly because this was the way THEY started - who promote the "buy a winning horse and you TOO can be head of the pack in a month" mentality. From the standpoint of being trained fully and safely for riding fences, for the discipline of dressage, and even a quality SAR horse, it takes time and quality training. There IS no shortcut. Practice doesn't make perfect, PERFECT practice makes perfect, and it simly takes a lot of time. Time and wet blankets.
