Yes, it absolutely does apply to trails, and is very important. I'm doing work for my county here and RS2477 "roads" (actually any travel route including trails and stream beds) have become a hot issue between the county and the USFS. There are provisions in BLM regulations (but am not sure about USFS - probably not) for quitting any claim to RS2477 roads and "giving them back" to local and state government.

Interestingly enough, our research here is indicating that who maintains the road is not part of the decision about who owns the road. Users are who count, it appears.
