Maryanne and Truman are on track here with regard to why such a program is
desired.  The question remains--how much "big brother" is tolerable in
response the need for a safe food supply, etc., vs. safeguarding our
personal freedoms, and also, what happens when terrorists crack the
computer system and can actually use the technology against the safe food
supply?
