 My neighborhood has a very active trails group. many of whom
are horseowners, called "Great Falls Trail Blazers'.  They have
been immensly sucessful in getting state and federal funding for
trail maintenance and construction, and in getting
rights-of-ways on private land for trails (including getting
developer sot pay for trails as a condition of zoing approval). 
anyone interested in trails activism might want to contact them
