I'm all for sanctioning the blatant repeat offenders but we aren't doing 
that either and I don't see it happening. On the other hand, I suspect 
when the data comes out it will turn out that excpet for a very few 
exceptions there won't be blatant repeat offenders, that deaths and 
serious treatments hit more or less at "random." It's not new riders 
that are the cause, it's not front runners that are the cause, etc. It 
happens across the board to riders in the front, back and middle with 
100 miles or 10,000 miles.

And frankly I know plenty of people that won't let their kids play 
football because of the risk of injury.
