[RC] barefooting and Pan Ams - Jonni Jewell

I had meant to ask during the Pan Am discussions, and forgot.......was there
a requirement by FEI or such that horses HAD to wear shoes at Pan Ams? I
remember Darolyn mentioning the horses had shoes put on......just curious if
it was a requirement.
