The Board can adjust the criteria as they see fit, maybe this needs to be looked at. The reason for the qualifier is that there are enough small rides around that a horse that completes 10,000 miles could be "first" a number of times just by being the only one in that division, getting the "first" by default. But especially for Heavyweights and Juniors, maybe ten in the division is too many.
