Yes, it isn't just the risk of people loading a horse that needs veterinary attention into a trailer and leaving to avoid losing their completion. A more pervasive problem would be the pressure it would put on all riders, when their horse just "didn't look right" or was showing early symptoms of distress, to "wait and see" for a while before calling the ride vet. We want to encourage people to call the vets' attention to any possible problem with their horse, not DIScourage them. And few people reduce their pace on a ride thinking, "Hmmm, if I don't slow down here he might colic around midnight." There must be an end-point to any competitive event, and I believe our end-point should be the one that best benefits the horse.
