What value would mandatory requirements of ride experience, distances a
rider was permitted to enter, etc., have in the prevention of crashes?
How many of the serious crashes are happening to folks in this group?

What possible observations, questions, could be added to a pre-ride vet
check to identify the horse that maybe shouldn't start, or start in a
shorter distance?
S Garlinghouse's "body score"?   Some way to get a better dehydration check?
