"performance enhancing" has nothing to do with
whether a drug is an "upper" (cocane) or a "downer" (opium) or anything
inbetween. If you feel that your horse needs a "downer" to perform, that
is a "performance enhancer" because your horse's performance will be better if
she is calmer.
If you do not think the AERC drug rule is proper
you have two logical choices:
1. Find another sport
2. work to change it.
