Yep but I've ridden in a lot of states with a mountains. Actually I'd be more likely to use a breast collar on the first loop  in a fast flat FL ride than the OD. I use a breast collar some but not all that much. Since I normally pull tack at checks it's just something else to fool with.

There is one rider down here that rides with a crupper almost all the time. I just don't like extra tack if it not needed. 

I've also seen some pretty bad sores from ill fitting breast collars.

Truman, don't you live in Florida, where there are no hills???? Do they even
allow cruppers in to the state??? <grin>
