That's a major step above third class (bulk mailing). It's slower than first class--but not much. If I remember approximate delivery times from my publishing days (and this is some years ago, so I could be off), second class periodicals are typically delivered within a week to 10 days. Many publications print and mail from the Midwest to equalize delivery time around the country.
