It's the dirt that feeds and traps the mildew. Clean it good. You can use 
diluted (very) bleach,which I don't recommend. You can use vinagar, and or 
you can set it in the sun. But you have to get it clean first.  In the SE we 
always have mildew. I keep my tack in the basement instead of the barn , 
many barns here are heated/ac because of mildew.  Laurie/Rascal
