Get him OUT of the stall and into a space where he can run and play.  24 X
24 may seem like a large stall but you say he LIVES in it.  It's just not
enough.  Our horses don't have big pastures but they are out 24/7 and can
run and play at will.  They would go nuts locked up in a stall of ANY size.
I hope it's possible for you to get him out.  In my opinion, THAT is what he
needs.
