You need to be careful about the type of bike tire tube you use. I
accidently bought one that had a sealer in it for punctures. And it did
break! And that "stuff" went all over a friend that was standing in front of
my horse on the other side if the tie rail. I was so embarrassed and offered
to pay for any cleaning or replacement. Luckily it dried up and came right
off.
Now I only use a car tire inner tube.($10.00 @ Pepboys) That I know he can't
break!

An option to bungees is a bicycle tire tube. The tube can be used to
give some give like a bungee but since a regular lead rope is used on
the horse, there is no hardware attached to it. They are also amazingly
strong when it comes to breaking.
