If you use elastic cat collars, they should come
off in a panic, but hold on long enough for you to realize the boot has come
off.

Somebody on RC awhile back suggested just using a
couple of dog collars from Wal-mart. I haven't tried that because I have a
freaky horse that I need to train to accept those sorts of things and I
haven't done that yet. But sounds like a great idea. The dog collars are cheap
and readily available.
