For those that do use electric fencing, I'd suggest getting a digital volt meter designed to be used on electric fencing and test your set up. The little light gagets are pretty worthless. Just because there is sufficient voltage to light the light doesn't mean there is sufficient to get the animals attention. While the digitial's are a little expensive (about 25 bucks at Tractor Supply) they will give you the line voltage. You want something in the range of 3 kilovolts (3000 volts) or above and you should be good to go. The components in these chargers do age over time and the output can drop to unacceptable levels and your fence is not going to work very well when that happens.
Also the wider tape (1 1/2 inches) seems to work much better than the thin stuff.
