The butt has MUCH bigger muscles, fewer "other structures" (like no nuchal ligament) to hit by accident, and the but muscles get used more so the vaccine will purfuse to the tissue better. Kat, as I mentioned, I had all butt shots this year. One mare had such a bad reaction to the 5-way her butt was hard like a tie-up and she was reluctant to move . It took two days to move freely again.
