Take a picture and file a protest with ride management. If no result there then file one with the AERC.

well, on a slightly different note,  what should an e-rider do when he sees another rider injecting a dose of something in the horse's jugular minutes before the start of a ride?   i thought the rule was,  no injectable solutions allowed.
