I don't believe consuming horsemeat is illegal - it's just that it's not a culturally "accepted" food in the US, as it is in some other countries where horsemeat is eaten regularly. For me, the big issue with slaughtering horses for human consumption is the often-inhumane manner in which they're transported and/or held prior to slaughter. The reduction in the number of slaughter houses has actually increased the distance many horses must be transported. I don't know that it's decreased the actual *number* slaughtered...no info on that. No, I don't like the idea of horses being killed, but it's not illegal to eat them.
