[RC] LD BC in the NW - Dot Wiggins

Some years back, when there were not a lot of LD entries, sometimes only the top five were judged for BC, but almost always had a BC even before AERC recognized LD rides.

Most rides offer AERC LD BC, and often a separate "High VEt Score"
