Are hoof dressings like 'Rainmaker' illegal to use in Endurance/CTR?

I don't see any drugs listed on the ingredients, but then there are some
things that I wouldn't consider a drug anyway. . .

Suggestions?

I sure do like using them as they make the hooves and frogs so nice and
smooth.
