As a few others have said, it should be as simple as
possible. Keep in mind that many LD riders will be
newbies to the sport and confusing rules may not
encourage them to keep competing.
And when I read the proposed rule change, I thought it
was geared at the front runners, not those at the end
of the pack. Another attempt to keep riders from
pushing their horses too much for the win.
Personally, as a newbie to the sport, I think of LDs
as training rides, and don't care if LDs are placed at
all. (Although I do like having a BC award given.)
